Prior to beginning work on this discussion, please complete the assigned readings and access and review the required websites. During this discussion, you will examine the contributory roles of strategic, operational, and tactical intelligence in the prevention, mitigation, and recovery from domestic hostilities, threats, hazards and consequences. Thoughtfully consider the material in Chapters 5 and 6 of the Martin (2015) text and in Chapter 2 in the Steiner (2015) text. As Martin (2015) indicates, there are almost 90,000 state and local agencies that coordinate and contribute toward the advancement of homeland security objectives. As Martin (2015) also indicates, alignment and coordination efforts are highly involved propositions. Federal agencies provide funds and policy directives to support state and local efforts, and it is critical to note that in the event of contingencies, it is often the case that state and local agencies serve as the initial respondents (Martin 2015). The discussion questions for this week direct you to examine coordination and alignment between and among federal, state, and local efforts.
For your initial post, examine the composition of federal agencies prior and subsequent to the events of September 11, 2001. First, explain how federal agency structure changed after September 11, 2001. Incorporate specific examples. What stands out as the most critical change in federal agency structure? How have changes impacted interagency collaboration at the federal level? Second, and as a related item, identify and discuss how strategic, operational and tactical intelligence facilitate the prevention, mitigation and recovery from domestic hostilities, threats, hazards and consequences. Of the three forms of intelligence, which is most critical in terms of homeland security objectives? Why? Finally, argue for or against the merger of the Intelligence Community (IC), the Federal Bureau of Investigation (FBI), and the Department of Homeland Security (DHS). Justify your view on whether the IC, DHS, and FBI should continue to coordinate their activities through interagency practices (that is, should they remain as distinct agencies). Or whether they should be merged into single agency.

Identify and list four law enforcement agencies. One must be a city agency, one a county agency,

I’m in my early twenties, I love true crime and hate the injustices in policing and the justice
system in general. I want to work with the non profit organization that aims to free innocent
people from prison and prevent wrongful convictions- called The Innocence Project.
Did you know roughly 1 in 8 people on death row are innocent? I’m motivated by creating a fair and
equitable future for everyone. There is immenseBias when it comes to minorities and people of color in the
justice system. If I had a career path in Law and Justice I would use it to help the people. I would help change
laws that protect hurting innocent people (like the gay panic defense). I just want to help the people
that aren’t as privileged as I am (I am white and racial bias is terribly common.)

Case A: Defendant Smith, Possession of Ecstasy
Defendant Smith has been arrested for possession of Ecstasy—enough for two hits. Smith has no criminal history and has been employed as a laborer with a construction company for two years, excluding a brief layoff period. He has a good work record. He admits that he uses alcohol and had been drinking and using Ecstasy the night of the offense.Smith has used marijuana and cocaine in the past. He lives by himself. He has never been married and has one child from a previous relationship. He is two months behind on his child-support payments and does not see his child very often. His attorney argues that Smith has never been in any form of mental health counseling, substance-abuse treatment, or counseling, and that he would agree to go to drug court as a diversionary measure. The State’s attorney is opposed to drug court because Ecstasy was the choice of drug. The police have recently been trying to rid the streets of the supply of Ecstasy and believe Smith might be tied to a major Ecstasy drug ring.
